企划背景设定在未来的芝加哥城，在这个反乌托邦（dystopian）的城市里分为七个地区。智慧居住在整个城市的中心，是整个城市的心脏，其北面是中心区和无畏，西面是和睦，南面是公正。公正的南面是宽容和克制。城市中有火车轨道，每天有定点的慢速火车穿过整座城市。（见图）
